How to control Android tv app with web service

i have an app on android tv that is playing some videos and showing photos in a loop. I would like to control it remotely from browser using web services over local network. I saw features like this in Vlc player. I would like to create website control panel to invoke some methods on androit tv device. Where should i start? I am beginner and have no knowledge about normal web development, mvc etc. Just want to host this control panel on android app. I watched some tutorials for web services but all of them are targeting web development server side frameworks. Thanks in advance.
