how to make a chrome app(or web app) which can be uses offline and uses web blue-tooth to receive some strings?

I am new to web technologies, have only used micro-controllers till now and want to make a change I have to receive some strings from my house monitor system which can send strings on blue-tooth I want receive these stings on an app which can run on windows and on android, i figured making a web app or chrome app would be best in the end i want to track all the strings in a database and possibly keep a cloud back up whenever i want with the app

i tried setting up angular but its lengthy i feel, is there a simpler approach to writing JavaScript program for this?
