Dynamically create pages from admin side

I will try to explain my question as best as I can and I hope someone will be help me to find a solution. First of all, I am a C/C++/Java developer so I got the concepts of programming. So, I want to create a website, this website will contain an administration side: What I want is that the administrator can create pages from his "administration side".

How can I do that? I'm not here for asking code, but only for asking which languages should I use or which framework, maybe some CMS does already do this?
