Failure getting css files

When I load a web page, it rarely happens that my font css files are not downloaded. (only font css which is stored in server)

It is really difficult for me to figure out why it happens but I think I probably solve it by reload the page if it happens..

So my question is.. how to figure out that css file downloading has been failed and how to reload the page in my source code?
