Cannot Find Dynamic Web Project and Java EE perspective in Eclipse 3.8

I could not create a dynamic web project in eclipse 3.8 which am using in Ubuntu. I already followed the procedure mentioned in previous posts (help -> Install new software and in the work with path i added this url : http://ift.tt/1m0ede5 and then installed the Eclipse Java development tools under programming languages and web,xml,Java EE and OSGI enterprise development) still i don't find any use in this.

And as a point to be noted i could not even find Java EE in my perspectives.
