What I need to build web applications in android

I am new to android for few months and have learnt some basics about activities/layouts. I want to know what I need to build web applications in android. I am not talking about simply using web-view, but a complete web app in android itself. I also have little knowledge about web programming. I learnt that we use things like django, PHP for such kind of things to create a web app. (HTML, JavaScript are just for webpages. ) But how to do go for this in android app. Where can I find tutorials on this. Any help is appreciated.
