Providing information to website viewers based on their location

I'm working on a prototype for a uni assignment, where we've developed a proposal for a fictional company.

What we've suggested is a website page where the customer (a parent) has suggestions of schools near by show up based on their location.

They also have the ability to change the distance of how far they want the school to be (kind of like Tinder).

How would I be able to do something like this?

I've tried using Google Maps, and I've looked everywhere for an SWF applet builder I might be able to use. I'm not quite sure what to do. I'm sure there's a bunch of open source code out there that I'd be able to use. (It's not a coding paper, it's INFOSYS - therefore more centric on a proposal).
