I want to ask that in spring(Java EE framework) web application how to achieve the below description?

how can i implement if an attacker tries to attempt multiple logins(let suppose 3) in order to access some user account and its account will be locked and an email send to that user account in which an activation link would be there upon clicking that account again gets unlocked

just like google if multiple login attempts are failed then we have to unlock that account using activation link which was sent to that users mail id . similarly i have to implement it in my web application If any Suggestions are there please suggest me something ..
