Java to Web back to Java

I was recently asked what would be the most efficient way to read information from a Java file from the web and then modify that information back into the same Java file or modify a MySQL database. The biggest requirement is that it needs to be able to handle at least ten thousand users at a time. Would PHP be a suitable programming language to use here or would another programming language be more suitable here?
