Resource required to create website to conduct webinar

I want to build webinar application (chat,live video, presentation, white board and etc). 1) What resources are required to develop such website? 2) Which language/framework should i use to built such website? 3) Which database should i use with the language/framework?

I want my application to be flexible, scalebale and maintainable. Any inputs will be appreciated. Thanks in advance.
