How to block websites from accessing in windows 10?

I'm looking for a way to block all websites except one in windows 10, and this restriction will work in all web browser installed in the computer. I tried with modifying the hosts file in c drive. That kinda work too, but not working for youtube. I'm tried to block it by adding it in the hosts file with some other websites. I was able to block all those websites but not youtube. So, if anyone can show me a better way that would much appreciated. Thank you.
