How to find user location in web without using geolocation by js?

I want to get location of the client on the web to show it on leaflet map for default location , I already tried Geo location api for this , but because of the ssl issue i can't use it , then I tried freegeoip , but the location it gives me is not correct , I have to test this on a test server that does not have ssl what is your solution ?
