Where does Google chrome access web files?

I am building a simple web page on my laptop. Using JEdit and XAMPP web server. I have made changes to my CSS file. These are being seen when I refresh the web page in a Firefox browser. However my Google Chrome browser seems to be picking up an old version of the CSS file from somewhere. I don't know where.

Can anyone help?

I've tried the following: - Checking the HTDocs folder in the Xampp server for an old version. - Stopping and re-starting the web-server - Closing and opening the chrome browser - All the above together - Searching my entire C: drive for the old CSS file. (It's not there with the same name.) - Rebooting my PC (in case the file is stored in memory somewhere).

How do I get Chrome to look at the most recent version of my CSS file.
