What is the best software solution for a front end editable database which calculates a prices list with dynamic inputs?

I sell language courses to students I have a table of prices from schools in an excel sheet. This has configurable parts such as type of accomodation the student wants and how long they will stay, which school they are interested in etc. The price changes based on their inputs and then I can save the quote as a PDF. I want to have the same options online so that prices change live (without reload) and I can click to generate and email quotes as PDFs. What is the best language to do this in if I were to hire someone?
