CXF Web Service security policy throws an exception

I am creating a CXF web service using Security policy for Encryption and Signature. Code given below.

Following are the code for CXF security I added

I have compiled and deployed successfully CXF sample project sign_enc_policy on maven. The same server configuration used for creating web application and tired to deploy on Apache tomcat. And CXF sample client used to test the application. Client sent the secured recqest but the server throws th above exception. Please help me on this
