Creating own web scroll bar

I would need to create own designed scroll bar. I was searching an answer how to do it, but I could find only how to code own scroll bar by CSS. The problem is, that such scroll bars are not supported for all browsers, expecially the older ones does not support it.

I have an image of scroll bar and text in a scroll box should be moving depending on position of scroll bar. It means, when you move the scroll bar (image), text in the scroll box should be moving too. But I do not know, how to code it. I have tried to find answer for it on the internet, but without success. Any help is appreciated.
