Chose and import external web data from the web

I have a website where the actual value of the product is entered and based on it is generated a pre-budget that will be approved by the site manager.

Is there any way to make possible for the site manager, without any technical knowledge, to reference the data to synchronize with the bank? Something similar like is possible in excel.

I'm looking for ideas, tools, frameworks and/or ways that can help me, any help is welcome.
