What would be the best method/language/program type to create a program that takes you through multiple pages of yes no questions

Example: iPhone or android? User would click on android button and the program would proceed to the next page/form/screen with android options. User clicks something and it redirects them again. Very similar to a decision tree format.

I tried windows forms applications and windows desktop applications, but there is no clear cut way to proceed from one screen to the next without opening new windows or pop-ups.

Expected results would be something similar to a Setup Wizard. Select an option, moves on to the related page, select another option, moves on to that related page ect ect.
