Am I really web scraping? Is this legal?

I have a web app where with the set intervals of time, say every 6 hrs or so, I would access a page from the server and using xpath check certain HTML element on the page(some other page that users have marked for monitoring), if the HTML element marked by the user has changed and is matching the condition user has specified, I would notify the user via email.

Is this legal? I am only accessing HTTP and no HTTPS. I am not stealing any data, I am only directing the user to the website.
