using c# to tell if a browser has changed the webpage it is on

I would like to know if there is any way in which I could use c# in VS Express Desktop to sense when a user changes the webpage they are on. Say if I were to be on google, and I were to switch to stackoverflow, I would like for my program to be able to sense this change and to execute a function at the time it changes.
