How to make a file explorer for website to browse the files located in webserver of that website?

I want to make a file browser for website that can explore the files in the web server. The website I am trying to make is a telehealth website where doctors can assign video exercises to their patients. So, doctors need to be able to select a patient, then select multiple video files. Then, when patients log in, they should be able to see those videos.

I need help on what can I use to build this. If you guys have seen a similar project please help me out by sharing some ideas.
