What web stack and framework should be used for website like zeel and soothe?

What web stack/framework/technology should be used for a service website, mobile app like zeel and soothe. There will be booking involved. Should we use node and MEAN or should we go for php mysql as data stored in database will be relational. Also mobile will have to access database. I know this question isnt supposed to ask here plzz help .
