What is the best way to build and host a simple website that works with data? [on hold]

I'm essentially looking to build a clean, simple site with central header text and two "vote" buttons to collect input data from the user. After one is pressed, the buttons will fade out and the total results for the day will fade in. I'm a fairly intermediate programmer (in C, C++ and objective C), but am a complete noob when it comes to web development. A total outline of how to accomplish this (domain registration, hosting, how to connect them, where to PUT the site data, what language to use, where to store the simple data, etc) would be very much appreciated, but any info on just how to begin this project would be nice.
