Choosing a visual studio technology for web development, at 2015?

I'm here to ask for advice on what VB or C# based technology can I use to make a website who can be accessed from windows and android navigators, supports showing an image (or a google maps component), text box and buttons, and connecting to a webservice.

Being a 15 years old VB and C# desktop developer, I've been asked at my work to "make a webpage that works on windows and on android". NOT and android app, because "not everyone here has a smartphone", but it should de accessed also from android navigators.

Several years ago I've made a web app using visual studio, but I'm not sure if silverlight can be used for android navigators. Also, I know I can use visual studio to make an asp.net project but, again, I don't know if that can be used from and android web browser and I'm not familiar with asp.net kind of projects (are they compiled or managed?)

Also; I've searched here and I've found related questions, but the best one is from 5 years ago, and since I'm using visual studio 2015 I think there could be new options to use.
