VUE JS ERR_CONNECTION_REFUSED WHEN TRYING TO ACCESS ON OTHER USING NETWORK IP

I'm trying to access my vue project in other device like mobile phone and laptop using the given network IP of vue but I always received ERR_CONNECTION_REFUSED and also my backend is c# web API, can someone help me with this matter, thanks in advance.
