How can I display my data in Heroku database on the web and process it with python?

I want to create a navigation system. My road data is on the Heroku database. I will get data from the Heroku database to python and it will find the shortest path and it will send it to the Linux based web server. For this purpose, I don't know what I need. What are the intermediary programs or libraries that I should use?
