recommendations for simple web-app development

Ok so I realise this might not be a great question to ask on a developers forum but here goes :

I'm looking for recommendations for a development environment for creating simple web-based front ends for internal applications - ideally deployable on IIS (so we can use integrated Auth) and really only for simple forms based capture and retrieval to internal APIs (using WSO2 for our APIs so Json and/or XML). looking for rapid deployment, Low code and not requiring lots of development skills. Bonus if it's open source, free or low-cost!
