ASPX site renders as expected on desktop, but appears as unrendered text on mobile device

I have researched the issue and some have suggested the use of the meta tag or I have tried both of these to no avail.

It appears the browser on the mobile device, more specifically and iPhone5 or iPhone6 using either Chrome version 65.0.3325.152 or recent version of Safari doesn't see the target as a web site only as a series of text files. I have encountered this before but it was universal, that is to say the 'site did not render on any device mobile or desktop. Any suggestions?
