How to design a asp.net core mvc application?

I want to create a asp.net core mvc website, now I've started to search for good design options, but I've found nothing better then creating a html,css,js website with a designer, then copying it and modifing it to a .cshtml Razor-Page.

Is there a good way of designing a .cshtml Razor-Page?
