Windows pid 4 port 8080

I'm running windows 7 and I'm trying to get a webserver online on port 8080. However, port 8080 is in use, and I can't figure out what is using it. PID 4 is the system process I believe, so I can't just kill that.

Netstat gives me:TCP 0.0.0.0:8080 0.0.0.0:0 LISTENING 4

I tried to google but I don't get any further really, if anybody knows how to find and disable the service or process that makes use of port 8080 please let me know.
