What programming language should I use? [closed]

I have a question about my graduation project. I should make an application that enable users to share researches together and work on it and I'll be using cloud in this process. However, the question is what's the easiest and the best type of application should I make? Mobile application or windows application or even a website? and what languages or platforms should I use?
