How do I create Read to Me books to place on my website?

However, I would like to add a feature where you can click words to define or translate them, add an image/video or link to a larger explanation of that word.

To start off with what programs/languages do I need to learn to create a Read to Me book with word highlighting features? And then how can I create a list of other options when the word is clicked to increase comprehension?
