How to live video streaming in iPhone via web browser

I'm trying to build a live streaming website. The steps are as below.

1. Using mobile / desktop to live stream the video with camera attached.
2. Store the video in the device (mobile / desktop)
3. Upload the video to the web server.
4. Stream the uploaded video in the website.

But I faced the problem that iPhone is not seemed to allow video recording through the web browser.

Is there any solution?
