a link with absolute path not work but works with relative path

I recently develop a vue spa project. A demand is to open a tab when clicking a link. I tried the following two methods, whereas, found the previous one not work which means the opend new tab presentd empty page, only when I refresh the page, the page content loaded, but the latter one works. I was very confused and hope any one can solve my puzzle. Thanks a lot.
