How to upload files to be seen or downloaded from my website?

My question is regarding an improvement/feature I would like to add to my website, I would like to know if I need to use a Framework or API to be able to upload files such as PDF's, also I would like to know how is it possible to upload a website I designed to showcase it on my website (Be able to see a live preview of it without leaving my site).

Another question I have is, Is it possible for example if on my "About" page all the content of my experience, professional education, hobbies, etc, can be formatted automatically and downloaded as a PDF file.
