Check and get the application changing/rewriting memory

I want to make software that captures the memory change of another application and use it in my software to create an alert type. An example is making a software that alerts you when the "Online" WhatsApp Web appears. Hypothetically. Its possible do this? Can i do this using Java? How the first step for that?
