Simulate GPS Tracker

I need help finding a tool that simulates the behaviour of a GPS Tracker that sends location data (coordinates) based on the NMEA Protocol to a TCP/IP server. The GPS Simulator should ideally run on windows.

I essentially need a way to generate location data and send it to my server. I am testing my the geofence component of my web application.
