Can someone help me writing a program?

I want to write a simple program that will do this:

Read a .txt archive with links for a site. Open the links. Check the result. Give me feedback of a specific results.

Observations: 99,9% of the links will send back the same page. But only one will give me the result I want, and the program should be able to advise when that different result is found.

But I don't know from where to start, I never programmed nothing and I don't know if with C++ is possible to do that.
