I have try my best to find what is Web Server Frameworks? But have not succeed to find best answer.

When i discussed it in a group experts told me that it is different concept as it written in this article.They think that web server framework is for them indicates a low level framework dedicated to developing classical web servers, like apache o nginx.So what is proper answer can some body guide me?
