I know Java but the deployment is complex and costly should I learn php for small projects?

The title explains the problem. I have tried openshift.com and it isnt as easy to deal with as its with php. Moreover there is a plethora of free hosting platform for php but a handful for java. It would be really kind of you all to guide me.
