Web server development using Google Cloud

My question might weird so please apologize for that. I have a project to do in 1 month time and I am kind of confused where to start first let me write down the steps and please guide me with this. I would be very great-full for the favour.

The project is :

1) - We have some Module which send Sensors data using TCP/IP Protocols and right now we have some kind of old server to deal with it. But now I have to develop a web server using Google Compute Engine to deal with it. The steps which are involved in this process are

i) GSM Modules will send sensor information some with some values using TCP/IP protocol

ii) I have to capture that data and needs to send it on the different servers (using FTP/TCP/IP protocol). As soon as data come we can send it to the relative servers or we can also set timers for that for example save all the incoming data and then send it on the servers.

iii) Also I have to display the data on the web page.

iv) There would be a user accounts as well so a user can also send the data on the servers of his/her choice. There would be an admin user and under that we would have some users which would have few rights to process the data.

I know a little bit of web development, JavaScript and python. Could you please guide where to start I am thinking to work in WordPress or Joomla, which one is best.
