developing responsive JQuery Mobile

Im developing a jqm web page which is expected to be responsive in all devices. how can i have my divisions occupying a specific percentage of the display and be in the center of the display for example on a 9 inch tablet? you know i want my page occupy the whole display on cellphones but a limited part on tablets where the free parts are only showing a solid color.
