Which technologies to use to develop FoodPanda,tinyowl like application?

I need to develop web and android application for the following requirement. Can any one please suggest the technology stack?

My application is like mediator between the local Restaurants and users.Restaurant will specify the maximum radius distance that it can deliver in advance. When user logs in he needs to select the area, and all available restaurants in his area would be populated to him.

This is same like FoodPanda,Tinyowl,Swiggy etc..

Generally what technologies to use to develop these kind of location based apps ?

** Regarding android app which one do you suggest (Hybrid or native) ?
