Nivo-slider css not loading

Two different folder, same file permissions but the silder is working on one and isnt working on the other one. Any help please? I found that the file that was not being loaded is bar.css after inspecting element. working:http://ift.tt/1L0AD7Y not working: http://ift.tt/1L0AD80
