NewBie: Web Development

I have been in foxpro / visual foxpro / VB5 / VB6 / Vb.Net development since the last 15 years. I have only developed small business apps and 4-5 big one. I have been a freelancer from the beginning till date. I have tried shifting to web development on my own several times and have failed in between.

Since, last year i have shifted my attention to c# and now to asp.net.

My Question is:

1) What is the path to shift to the web/mobile bandwagon. I have seen several tutorial videos and have tried building on them. Therefore,

2) Should, I buy a windows hosted website for testing, learning and developing new software.

3) What is Ruby and What is Rails and what is Ruby on Rails. Which approach should I take which would feed my family for the next 10 years. I mean asp.net, php, ruby, angular etc.
