How to create a tutorial in a web app?

In several mobile apps a user experiences or a help or tutorial. A prime example for this is the ShowcaseView on Github for android. I want to create the same sort of tutorial for a WEB APP using html/css or a library etc.

Can someone please guide me on how to create such a tutorial? Links to help material would be appreciated.
