How can I setup a custom seed server?

I would like to make a seed server, but I really don't know, how can I even start. I'm a java programmer, but not a php, so could anyone suggest me some kind of open source projects/seed server templates, which will work, when I copy them to a webhosting?

Pls don't downvote, I'm asking this question, because I haven't found any tutorials about it.
