Web page (or web service) as ODBC source

I dont know much about ODBC. Can I use a web page or web service as ODBC source? For example, is it possible to use a table on a web page as if it is in a database?

Bonus: If above is not possible, is it possible to simulate a database using a Windows application that somehow, acts like a database and obtain data from web api when it receives a request? I would guess it would have very poor performance?
