Best code for web data mining?

I Need to write programs for data mining (EXTRACTION) web applications.

Example: Certain recorded deed records are needed that have specific parcel numbers on them, These documents are uploaded into the public county online database as images, which you can find by doing a query search for on their website. I want to write a program that can crawl the data, because to get to the recorded images you have to click a hyperlink, and then crawl the image and mine the ones that have the specific data I'm looking for.

What is the best code to use, I have to learn the language from scratch as programming is not my specialty. I was thinking Python.

Is this even possible?
