I want to create a platform where I can monitor a VPN

I have a concept that I would like to develop for our next LAN event.

I want to look into developing a web based app (Possibly in Laravel) that could have do the following

1. The Internet connection won't work without logging in.
2. The authenticated user will only have a certain cap. Their data usage will be tracked by the system.

I want to basically make a small in house ISP for a lack of a better term.

Are there any ideas to how to approach this idea?

I would like to ask: Equipment wise? What would be needed? Software wise? Development/Programming wise?
